[GLIF tech] GLIF Task Forces

All,

I've updated the list of task forces on the Technical WG page, but 
more importantly linked the mailing lists to our web subscription system.

Subscription requests to the various task force mailing lists can be 
sent using this system, although they still need to be approved by 
the list owners.
